Just curious - I understand the gravel road portion of the sign but how does one determine that the distance is for 100 kilometers?

The sign explains what you need to know. A gravel road is one way to keep drivers at a slower speed.

That's a super road sign! About a decade ago, I had the idea to start a website to post different unique road signs, especially the yellow warning ones. I already had some interesting photos to start it with, like a kiwi crossing the road. Alas, I did not have the time or technical skill to start it. But I think of the idea whenever I see a funny road sign... Today it is easy... just start a meme... and Lesley did! :-)
